Basic Pilot Program/Employment Eligibility Verification Tool

General Information

The US Department of Homeland Security's Basic Pilot program is required to verify employment eligibility for all employees hired on or after January 1, 2007, due to legislation passed by the N.C. General Assembly in 2006. This program is required in addition to the I-9 verification process. The requirement applies to all newly hired employees, EPA and SPA, temporary and permanent, including students.

To facilitate this process, the University developed the Employment Eligibility Verification (EEV) tool to allow departments to input I-9 information and forward it to OHR.


Primary Information on Basic Pilot and EEV Tool

Access Set-up for Individuals and Departments

Only OHR employees will access the Federal Basic Pilot program.

Access the EEV Tool through HR Central at https://s4.its.unc.edu/hrweb/. You will need an Onyen and associated password, as well as EPAWeb and/or RecruitmentWeb access. Any HR Central user holding a Department Coordinator role in SPA RecruitmentWeb or any New Employment Originator role in EPAWeb will automatically have access to the EEV tool.

If you have questions, contact the HR Application Support Help Desk at 962-HELP (indicate you need assistance with EEV in HR Central) or submit an on-line help request at https://www.unc.edu/ar-bin/websub/index.pl. Under "Type of Help Needed," select "Human Resources Central Support."


EEV Tool Security

Any HR Central user holding a Department Coordinator role in SPA RecruitmentWeb or any New Employment Originator role in EPAWeb will automatically have access to the EEV tool. No special registration or set-up is required on your part.


User Help and Technical Support

If you cannot obtain the information you need from the User Guide, or experience a technical problem which interferes with your use of the EEV tool, you can request technical support assistance in one of two ways:

  • Contact the ITS Response Center at 962-HELP and indicate you need assistance with the EEV tool in HR Central. Your request will be recorded and routed to the HR Application Support Help Desk.
  • Submit an on-line Help Request at https://www.unc.edu/ar-bin/websub/index.pl. Select "Human Resources Central Support" for the type of help needed, and enter comments in the problem description area.
