University Closed Day: Dec. 31, 2009
The State Personnel Act provides all State employees a holiday schedule that cannot exceed 11 paid holidays per year, except in those years in which Christmas Day falls on a Tuesday, Wednesday or Thursday -- when the schedule allows 12 paid holidays. For 2009, Christmas Day falls on a Friday; therefore, we have only two paid holidays at Christmas (a total of 11 for the year).
UNC System institutions are also allowed to adjust the dates of the annual holidays to accommodate the academic schedule. Traditionally, UNC-Chapel Hill has moved only the State's Veterans Day Holiday into either the Christmas Holiday or New Year's (Eve) Holiday period. Additionally, eight of the 15 UNC system schools also close for one or more additional days during the winter holiday period. These dates are unpaid non-holiday closings. Employees do not report to work (unless critical University operations must be maintained) and are expected to use available leave time such as vacation, bonus leave or accrued compensatory time for the absence.
For 2009, the University observed Friday, Jan. 2, as a holiday in lieu of Veterans Day, to provide an extended four-day weekend. In addition, Thursday, Dec. 31, 2009, has been designated as a University Closed Day to provide another four-day weekend at the end of the calendar year. Employees can use annual vacation leave, bonus leave, flexible furlough time or accrued compensatory time on Dec. 31. Given the significant amount of notice that employees have to plan for the University Closed Day, we do not expect any employee to be negatively impacted by the decision to close on Dec. 31. The Office of Human Resources is available to work with departments to address individual leave situations and identify all available options to cover the day with pay.
It is noted that some departments have essential work that must be done on designated holidays and on the University Closed Day. SPA employees who work on holidays are paid holiday premium pay, in addition to hour for hour compensatory time up to eight hours. No additional compensation or time off is given for work on a University Closed Day.
The holiday schedule for the end of 2009 is as follows: (for the year, a total of 11 holidays, plus one day as a University Closed Day):
Thanksgiving -- Thursday, Nov. 26, and Friday, Nov. 27, 2009 Christmas -- Thursday, Dec. 24, and Friday, Dec. 25, 2009 New Year's Eve -- Thursday, Dec. 31, 2009 (University Closed Day -- employees use vacation, bonus leave, flexible furlough hours or comp time)
