Health Care Flexible Spending Account

This program is sponsored by the State of North Carolina as part of the NCFlex benefits program. Aon Consulting is the plan administrator for the State.


Description
The Health Care Flexible Spending Account (HCFSA) is a pre-tax benefit for reimbursing employees for out-of-pocket medical expenses. This program is designed to supplement medical, dental and vision plan coverage by providing reimbursement for services not covered (or partially covered) by a comprehensive plan. The reimbursement amount is based solely on the employee's contributions to the spending account.

Eligibility
All permanent part-time (20-29 hours per week) and full-time (30 or more hours per week) employees can elect coverage.

Cost

Contributions are deducted on a pre-tax basis.

The employee decides on the amount of their annual contribution. The annual contribution must be at least $120 per year and no more than $4,200 per year).


Enrollment

You must enroll within 30 days of your hire date or a qualifying family status change, or during annual enrollment.

The Health Care Flexible Spending Account requires employees to re-enroll every year.


Benefits

You may use your HCFSA for reimbursement of the following out-of-pocket health care expenses incurred during the plan year:

  • deductible(s) and copayments you have to pay under your health care plan or under your spouse's plan
  • the portion of covered expenses you have to pay (called a coinsurance) for any medical or dental bills after you've met your deductible
  • any amounts you are required to pay after reaching your maximum benefit under a medical or dental plan
  • most over-the-counter drugs and medicines
  • vitamin supplements if used for a diagnosed medical condition (need doctor's statement) and not just for a person's general good health
  • other allowable expenses

As an FSA participant, you may enroll in the NCFlex ConvenienceCard feature. You can use the NCFlex Convenience Card to pay for eligible health care or dependent day care expenses. You conveniently pay your health care or day care providers by directly charging the expenses on your card. Payments you make using the NCFlex Convenience Card are funded by the money in your FSAs. With the NCFlex Convenience Card, you no longer have to pay for your eligible FSA expenses upfront and wait for reimbursement later. However, like other FSA reimbursements, you must submit proper documentation and/or receipts for all convenience card transactions.


Claims

Claim forms are available from the NCFlex Web site. Remember to submit any necessary supporting documentation to Aon Consulting, along with your claim form. Mail or fax claim forms to:

If you fax a claim form, be sure to save the fax confirmation statements and follow up with Aon to ensure your fax was received by calling 877-371-2926 the next day.

UNC-Chapel Hill's company number is 0001.

Reimbursement claims must be received by Aon Consulting no later than March 31 of the following year. (For example, you would have until March 31, 2008, to file a reimbursement for an expense that occurred between January 1, 2007, and December 31, 2007.)

IRS regulations require that any contributions not claimed by the March 31 deadline are forfeited. There are no options for a rollover or refund to another tax year.

Aon processes payments weekly. If the claim is received by Thursday with all the necessary documentation, it will be paid as of Friday of the following week.

Aon will directly deposit claim payments into the account you have designated for your University pay check, unless you decline the direct deposit option on the enrollment form.
