Career Banding Update
During the past several months the Office of Human Resources has had many conversations with the Office of State Personnel, a variety of representatives from Research and Social/Clinical Research areas across campus, and senior administrators, culminating in the decision to proceed with implementing career banding for Research and Social/Clinical Research positions at UNC-Chapel Hill in accordance with the legislated deadline of February 1, 2007. Our actual "go live" effective date is January 22, 2007.
Major milestones for the Research and Social/Clinical Research implementations:
- By Friday, Dec. 1, 2006: Departments should review the crosswalk and contact their HR generalist with any documented issues and concerns -- particularly regarding positions which may be currently misclassified and should be examined for either inclusion/exclusion from the Research or Social/Clinical Research job families.

Tuesday and Wednesday, Nov. 28-29, 2006: Special career banding HR facilitator meetings will be held. HR facilitators with employees in the Research and Social/Clinical Research areas are required to attend:
- Tuesday, Nov. 28, 9 a.m., AOB 1500A
- Tuesday, Nov. 28, 2 p.m., 305 Carroll Hall
- Wednesday, Nov. 29, 3 p.m., AOB 1500A

Monday, Dec. 18, 2006:
- Departments should complete vacant position review/cleanup of Research and Social/Clinical Research positions.
- HR Services and HR facilitator classification reviews/actions to be completed.

First week of January through Jan. 26, 2007: Required training -- initially for HR facilitators/managers with employees in the Research and Social/Clinical Research areas -- followed by training for affected employees.

Monday, Jan. 22, 2007:
- Go-live date for Research and Social/Clinical Research implementation.
- Below band minimum adjustments take effect.
Some of the career banding dialogue mentioned above also included "lessons learned" and feedback from Public Safety and IT employees, the two areas which have already been banded at UNC-Chapel Hill. As a result, some modifications to HR processes under career banding will be implemented beginning with the Research and Social/Clinical Research areas and followed by the IT and Public Safety areas. These modifications will be communicated to IT and Public Safety areas beginning February 2007.

Employee Services Updates
Carolina Blood Drive
The winter Carolina Blood Drive is set for Tuesday, Dec. 19 from 7:30 a.m. until 1 p.m. at Woollen Gym. You may register to donate blood online at www.unc.edu/blood, or by dialing 96-BLOOD (962-5663) Ext. 229. Appointments are encouraged, but walk-ins will also be accepted. Donors are given a hearty snack after the donation process and will receive a free long-sleeve American Red Cross t-shirt. Donors may also enter to win an opportunity for two roundtrip domestic airline tickets on Delta Airlines and a 7-day cruise for two on Holland America Cruise Lines.
The American Red Cross is also offering the option of collecting double red cells from qualifying donors. Double red blood cell donations allow the donor to give two units of blood. Donors with blood types O and B are able to give. This process requires additional time and has minimum height and weight restrictions. Volunteers are needed to assist with check-in, guiding donors through the donation process and to help serve in the canteen. To volunteer, email employee_services@unc.edu or call 962-1483.
Parking is available for donors and volunteers at Cobb Deck (no passes needed) and along Stadium Drive.
20-Year Service Date Verifications
On Nov. 3, HR Facilitators were sent (via campus mail) detailed information on those SPA and EPA non-faculty employees who will reach their 20-year state service marks in fiscal year 2006-2007 (7/1/06 - 6/30/07).
For employees in your department(s):
- check to see that the data for the employees listed are accurate
- check to see if anyone currently listed in your department has left the University or changed to another department
- check to see if this list is missing any employees who should be listed in your department
If you have corrections/additions to this information:
- Email Shelly Green (sogreen@unc.edu) with the corrections/additions (please include your department number). No need to respond if all information is correct.
- Respond no later than 5 p.m. on Friday, Nov. 17.
We rely on the HR Facilitators in each department to verify this information to ensure that no employee is overlooked. Please take the time to confirm this information.

University Planning for Pandemic Flu
Deans, Directors and Department Heads and HR Facilitators recently received a memo about departmental planning requirements for the possibility of pandemic flu or another public health emergency.
- Departments are asked to complete a Continuity of Operations Plan (COOP) by Dec. 1
- Departments should also identify essential employees (and backups) for public health emergencies.
Two separate categories of emergency employees will now be designated. Employees currently identified as "emergency employees" will be shifted to "adverse weather emergency employees" while the new listing of employees will be "public health emergency employees." Different categories of employees may be needed to contend with these two very different types of emergency situations. Some employees may be listed in both categories.
In preparing a list of emergency personnel, consider the truly essential functions of your department that must continue. Points to remember:
- Just as in the adverse weather policy, any one of three separate conditions may be in effect:

- The University may remain open
- Classes may be canceled and students sent home, but offices remain open
- The University may be completely closed
- Employees may be faced with school and/or daycare closings or care for sick family members. Backups should be part of any planning process.
OHR is working with the Office of State Personnel on a pandemic flu policy. Our major focus is ensuring that no one loses benefits or does not receive paychecks during a long-lasting pandemic flu situation. We are also working to ensure that EPA and SPA policies are as consistent as possible.
