OHR Senior Leadership

Vice Chancellor for Workforce Strategy, Equity and Engagement 

In her role as Vice Chancellor for Workforce Strategy, Equity, and Engagement, Felicia is the University’s chief human resources officer. Felicia joined Carolina in 2014; prior to that, she practiced law with Kennedy Covington and K&L Gates LLP in Charlotte for 23 years. As a partner in an international law firm, Felicia worked extensively with senior legal counsel, business executives and human resources professionals, advising them on an array of employment, compliance, discrimination, and business immigration issues. She regularly handled matters involving the FMLA, ADA, and Title VII, including allegations of discrimination and harassment, wrongful termination, layoffs, misconduct, whistle-blowing, wage and hour issues, and other human resources-related issues. Additionally, she drafted personnel and employment policies and agreements, developed the strategy for and conducted investigations and training, and represented clients before regulatory agencies and in federal and state courts. Felicia received her undergraduate degree from UNC-Chapel Hill and her law degree from the University of Virginia.

Brody-picMatthew S. Brody
Associate Vice Chancellor for Human Resources

Matt serves as Associate Vice Chancellor for Human Resources and has day-to-day responsibilities in helping lead the Office of Human Resources (OHR) to assure the full range of human resources services are delivered in a timely and client-focused manner to the University community. Matt joined Carolina in 2002; prior to his current position, he served as an Assistant Provost leading faculty personnel and previously as a Senior Director in OHR. Matt was the recipient of the 2012 C. Knox Massey Award in recognition of unusual, meritorious, and superior contributions to the University in the area of HR service delivery. Prior to UNC-Chapel Hill, Matt was employed as a Senior Project Manager in the central IT organization at the Massachusetts Institute of Technology (MIT). He has also held various management-level positions at Duke University, both in Corporate Human Resources and the Department of Public Safety/Campus Police. Matt holds a B.S. in Information Systems Management and an M.S. in Management from the University of Maryland University College. He holds appointments as an Adjunct Professor of the Practice in UNC-Chapel Hill’s School of Information and Library Science and the Gillings School of Global Public Health, both with a focus on project management and supervision/leadership.

Sr. Director HR Information Management

Rich joined Carolina in 2008; prior to this position, he served as director of HR business analysis in OHR. He has previously worked for various firms in programming and R&D roles. He has more than 20 years of experience in the technology field. Rich obtained his bachelor’s of science in business administration from UNC’s Kenan-Flagler Business School.

Senior Director, ConnectCarolina

Vicki is currently assigned to the University’s Enterprise Resource Planning (ERP) initiative, ConnectCarolina, which is implementing a fully integrated management system for student services, human resources, payroll and finance at the University. She serves as the senior subject matter expert on the human resources component and provides expertise with regard to human resources business practices. Vicki joined the University in 2004 and has more than 21 years of experience in the human resources field in both the public and private sector. She earned her B.A. in Psychology and her Pennsylvania Certification in Education at Lafayette College and earned both her M.S. and Ph.D. in Industrial and Organizational Psychology at North Carolina State University.

Senior Director, HR Communications & Talent Development

Kathy oversees communications to campus from the Office of Human Resources, and directs the Training & Talent Development group as they provide learning opportunities for all employees on campus. She joined the University in 2004 and has more than 20 years of experience in all types of communications, primarily concentrated in human resources communications. Her previous experience includes communications positions at a regional plumbing and heating wholesale company, a civil and transportation engineering firm and a Fortune 250 regional utility. Kathy is a graduate of Wake Forest University and a member of the International Association of Business Communicators.

Senior Director, Employee & Management Relations

Gena leads the Employee & Management Relations team, which focuses on the management and regulation of relationships between management and employees, including performance and conduct consultations, disciplinary actions, grievances, performance management issues and conflict/dispute resolution. Gena has more than 25 years of human resources experience in both the public and private sector; before joining the University in 2002, she served as ADP’s human resources director. Prior to that position, she spent 11 years in various HR capacities at AT&T. Gena earned a B.S. in Labor and Industrial Relations from UNC-Chapel Hill and an Executive Diploma in Human Resources Management from New York University. She is an active member of the Society for Human Resource Management.

Senior Director, Employment & Staffing

Noreen leads OHR’s Employment and Staffing team, which is responsible for SPA recruitment and employment services and policy. Noreen has served in various HR capacities since joining the University in 1993. Before coming to UNC, she served as vice president of operations, recruitment manager and corporate recruiter for a privately held personnel service. Noreen earned her B.S. in Business Economics and her B.S. in Textiles from the State University of New York and her M.S. in Human Resource Development from Villanova University. She received her Professional in Human Resources certification through the Human Resource Certification Institute and her credentials as a Certified Compensation Professional and Global Remuneration Professional through World at Work.

Senior Director, Classification and Compensation

Jessica oversees the operations of and provides vision and leadership to the Classification and Compensation team providing services to the University community. She is responsible for organizational design and classification services in conjunction with development of University compensation programs to assist leadership in attracting, motivating and retaining key talent. She has held various roles since joining the University’s Human Resources department in 1992. Jessica has 23 years of experience in the Human Resources profession, holds a B.A. from the University of North Carolina at Wilmington and is a Certified Compensation Professional through World at Work.

Ashley NicklisAshley Nicklis, PHR, CBP, CCP
Senior Director, Benefits and Work/Life Programs

Ashley is responsible for overseeing the administration of all health, dental, life and disability insurance, retirement, work/life, wellness, employee recognition, discount and employee leave programs. Ashley joined the University in December 2006 and has 20 years of experience in the human resource field. Prior to joining UNC, Ashley was the Benefits Manager at UNC General Administration. Ashley is a graduate of the University of North Carolina at Greensboro, where she received a B.S. degree in Business Management with a concentration in Human Resources. She is also a Certified Benefits Professional and Certified Compensation Professional through World at Work.
