Matt serves as principal deputy to the Vice Chancellor for Human Resources and assists in the overall management of the Office of Human Resources (OHR). Specific responsibilities include oversight of OHR’s Employment and Staffing, Classification and Compensation, HR Information Management, and HR Business Operations Departments as well as the University’s personnel programs for non-faculty research, instructional, and executive staff. Matt joined Carolina in 2002; prior to his current position, he served as Assistant Provost for Academic Personnel and previously as a Senior Director in OHR. Prior to UNC-Chapel Hill, Matt was employed as a Senior Project Manager and IT Discovery Process Co-Leader at the Massachusetts Institute of Technology (MIT) and has also held various management-level positions at Duke University in the Department of Public Safety and the Office of Human Resources. Matt holds a B.S. in Information Systems Management and an M.S. in Management from the University of Maryland University College and holds joint appointments as Adjunct Professor of the Practice at UNC-Chapel Hill’s School of Information and Library Science and in the Public Health Leadership Program at the Gillings School of Global Public Health.
Vicki is currently assigned to the University’s Enterprise Resource Planning (ERP) initiative, ConnectCarolina, which is implementing a fully integrated management system for student services, human resources, payroll and finance at the University. She serves as the senior subject matter expert on the human resources component and provides expertise with regard to human resources business practices. Vicki joined the University in 2004 and has more than 21 years of experience in the human resources field in both the public and private sector. She earned her B.A. in Psychology and her Pennsylvania Certification in Education at Lafayette College and earned both her M.S. and Ph.D. in Industrial and Organizational Psychology at North Carolina State University.
Kathy oversees communications to campus from the Office of Human Resources, and directs the Training & Talent Development group as they provide learning opportunities for all employees on campus. She joined the University in 2004 and has more than 20 years of experience in all types of communications, primarily concentrated in human resources communications. Her previous experience includes communications positions at a regional plumbing and heating wholesale company, a civil and transportation engineering firm and a Fortune 250 regional utility. Kathy is a graduate of Wake Forest University and a member of the International Association of Business Communicators.
Gena leads the Employee & Management Relations team, which focuses on the management and regulation of relationships between management and employees, including performance and conduct consultations, disciplinary actions, grievances, performance management issues and conflict/dispute resolution. Gena has more than 25 years of human resources experience in both the public and private sector; before joining the University in 2002, she served as ADP’s human resources director. Prior to that position, she spent 11 years in various HR capacities at AT&T. Gena earned a B.S. in Labor and Industrial Relations from UNC-Chapel Hill and an Executive Diploma in Human Resources Management from New York University. She is an active member of the Society for Human Resource Management.
Noreen leads OHR’s Employment and Staffing team, which is responsible for SPA recruitment and employment services and policy. Noreen has served in various HR capacities since joining the University in 1993. Before coming to UNC, she served as vice president of operations, recruitment manager and corporate recruiter for a privately held personnel service. Noreen earned her B.S. in Business Economics and her B.S. in Textiles from the State University of New York. She received her Certified Compensation Professional and Global Remuneration Professional credentials through World at Work.
Jessica Moore, CCP
Senior Director, Classification and Compensation
Jessica oversees the operations of and provides vision and leadership to the Classification and Compensation team providing services to the University community. She is responsible for organizational design and classification services in conjunction with development of University compensation programs to assist leadership in attracting, motivating and retaining key talent. She has held various roles since joining the University’s Human Resources department in 1992. Jessica has 23 years of experience in the Human Resources profession, holds a B.A. from the University of North Carolina at Wilmington and is a Certified Compensation Professional through World at Work.
Ashley is responsible for overseeing the administration of all health, dental, life and disability insurance, retirement, work/life, wellness, employee recognition, discount and employee leave programs. Ashley joined the University in December 2006 and has 20 years of experience in the human resource field. Prior to joining UNC, Ashley was the Benefits Manager at UNC General Administration. Ashley is a graduate of the University of North Carolina at Greensboro, where she received a B.S. degree in Business Management with a concentration in Human Resources. She is also a Certified Benefits Professional and Certified Compensation Professional through World at Work.
