State Health Plan and NCFlex Plans
The State Health Plan of North Carolina (SHPNC) and NCFlex share a single portal for benefit plan changes and enrollment. Faculty/Staff will log onto: http://unc.hrintouch.com/ to enroll, change and manage all of their NCFlex and State Health Plan benefits. For assistance with NCFlex and SHPNC enrollment, contact the Benefitfocus Eligibility and Enrollment Support Center for enrollment assistance at 1-855-859-0966, Monday through Friday from 8:00 AM to 5:00 PM.
When accessing the site, it will prompt you for your UNC Onyen and password. Once the UNC Onyen login credentials are accepted, you will be able to enroll and/or make all necessary changes inside this one portal.

2014 Annual Enrollment for the State Health Plan
The State Health Plan has introduced a new health plan option – a consumer directed health plan with a state-funded health reimbursement account – and has made significant changes to the current PPO 80/20 Standard plan. The Basic 70/30 plan will change only its name (to the Traditional 70/30 plan); no plan features or benefits will change.
Enhanced 80/20 plan- Changes include new and enhanced plan options, as well as surcharges on monthly premiums. The surcharges can be offset by wellness credits — surcharges will be added to employee-only monthly premiums, and any wellness credits you earn can be used to reduce your monthly premium. Surcharges will not be added and credits cannot be earned for dependent coverage.
Consumer-Directed Health Plan- A new option that includes a high deductible health plan, a Health Reimbursement Account (HRA) and incentives to encourage decisions that are good for your health. Features include: Affordable Care Act (ACA) preventive care services and medications covered at 100%, CDHP Preventive Medications ($0 deductible) and wellness premium credits to reduce the subscriber only premium.
Three ways to earn wellness credits towards your premium:
- Attest to not smoking or participating in a cessation program
- Designate a Primary Care Physician in the enrollment portal
- Complete a Health Assessment prior to Oct. 31
The State Health Plan will credit the employee-only monthly premium for each of the above items. For example, if an employee completes the Health Assessment – but does not designate a Primary Care Physician and continues to smoke – they will still receive a partial wellness credit. To receive the full credit – a $50 reduction in your monthly premiums – you must complete all three wellness credit opportunities.

Health Assessment: You can take the health assessment now and it will apply to your enrollment in October. The assessment can be completed online or by phone at 800-817-7044 (press option 2). Members with questions about whether or not they completed the Health Assessment or verifying when they last took their Health Assessment should call 800-817-7044 to verify.
Primary Care Provider Designation: You can also designate a primary care physician for yourself and your dependents before enrollment begins. To do this, log in to https://unc.hrintouch.com and click ‘Enroll Now’ and then on the Benefits icon, then click the View/Edit Information link under Section 1 Medical. The primary care provider edit link is listed under the Medical icon. Click the edit link and follow the prompts from there. You can change your primary care provider at any time. A primary care physician can also be set by calling BenefitFocus at 855-859-0966.

State Health Plan Updates
CHANGE IN PLAN YEAR The State Health Plan Board of Trustees recently approved a change in the benefit year to a calendar year (January 1 – December 31). To transition to the calendar year benefit period, the up-coming benefit period will only be six months: July 1, 2013 – December 31, 2013. As a result, deductibles and co-insurance out-of-pocket maximums (including pharmacy) will be reduced by one-half during this shortened benefit period.The deductible and co-insurance out-of-pocket maximums will reset to the full amounts with the new calendar year benefit period (January 1, 2014).
MENTAL HEALTH & SUBSTANCE ABUSE CO-PAY Effective 7/1/2013, the mid-tier office co-pay for mental health & substance abuse will be reduced from $52 to $30 for the 80/20 plan, and from $64 to $35 for the 70/30 plan.
PRIMARY CARE PROVIDER DESIGNATION In preparation for health plan changes that will become effective January 1, 2014, members are now given the option to designate a primary care provider (PCP) as they move through the enrollment portal. Although the PCP designation will not become relevant until January 1, 2014 (see next sections), members may currently designate a PCP.
NEW PLAN OPTIONS FOR 2014 The State Health Plan has proposed new plan options effective January 2014.The specific changes and premiums associated with the new options will be communicated this fall during a second annual enrollment period.

Benefit Plan Updates Effective January 1, 2014
FREE AD&D COVERAGE Core Accidental Death & Dismemberment coverage is provided at no cost again for 2014, but coverage is not automatic. You must enroll to take advantage of the free $10,000 Core AD&D coverage. Employees who previously enrolled do not need to re-enroll.
HEALTH CARE FSA REQUIRES ENROLLMENT ANNUALLY The Health Care Flexible Spending Account requires enrollment each year. In accordance with federal legislation, you can contribute up to $2,500 in 2014 (minimum $120). Expenses can be incurred between January 1, 2014 and March 15, 2015 provided you remain in the plan for all of 2014.
DEPENDENT DAY CARE FSA REQUIRES ENROLLMENT ANNUALLY The Dependent Day Care Flexible Spending Account requires enrollment each year.
VISION PLAN The State will be providing a vision wellness option which covers an annual exam for the employee only. This option requires enrollment and will be paid for by the State. Vision Plan 2 will be going away effective January 1, 2014. Participants currently enrolled in Plan 2 must elect a new vision plan for 2014.
ING LIFE INSURANCE Life Insurance coverage is expanding to spouse and dependents on an after-tax basis.
