Administrative Leave Programs

The University has three Administrative Leave programs that provide paid or advanced leave due to facilities being unavailable, for absences caused by hazardous travel conditions or by local school closings due to adverse weather or pandemics, or for certain other employee absences that are not covered by other leave programs. Employee & Management Relations administers these programs. Most other leave programs are administered by Benefits.

Adverse Weather

Adverse Weather Leave provides leave to SPA employees when the University is closed due to inclement weather, or when an employee cannot report to work due to inclement weather or must stay home to care for their children when schools are closed due to inclement weather. For University closings, the employee receives paid leave. If the University remains open, the employee can use available leave or accumulated paid time off (PTO) to cover the absence. The employee may be advanced paid leave to be made up within one year. Employees designated as ‘emergency employees’ must report to work even if the University is closed and receive hour-for-hour time off for each hour that they work during the closing. Go to Policy.

To determine the current adverse weather status of the University, call the Adverse Weather and Emergency Phone Line at 919-843-1234 for a recorded message. During adverse weather incidents, status updates will also be communicated on the University's homepage at http://www.unc.edu

Pandemic & Communicable Disease

Pandemic & Communicable Disease Leave provides leave to SPA/EPA employees during pandemic events. Depending on the situation, employees may receive paid leave while under quarantine by a public health official, may be advanced leave in order to recuperate from illness or to care for children who must stay home when schools are closed due to a pandemic. If the University must close during a pandemic, employees may receive paid leave during the first 30 calendar days of the event. Employees designated as ‘communicable disease mandatory employees’ (CDMEs) must report to work even if the University is closed and receive additional half-time pay for each hour worked during the closing. Administrative Absence

Administrative Absence Leave provides paid leave to SPA employees for a variety of situations that do not fall under other leave programs, such as paid time when University facilities are unavailable (for example, power outages, flooding), placement on investigatory status with pay, time applied toward preparing for a grievance, and more.
