Coding Adverse Weather - Condition (I or II) and Condition III on Same Day

Joe missed 8 hours of work this pay cycle due to adverse weather conditions. The University was closed (Condition III) on 01-27 at 2:00 pm but was open (Condition I) during the morning hours. Joe regularly would have been scheduled to work 8-5 but did not come to work at all that day due to Adverse Weather. Joe's timesheet for the pay cycle looks like this:
