Making Up Adverse Weather - Coding Compensatory Time Off (mandatory overtime)

Jane coded 16 hours of Adverse Weather Leave on 02-11 and 02-12 that has to be made up (the University was not closed). Jane is an SPA non-exempt employee and cannot work voluntary overtime to make up for time lost due to adverse weather.  However, during the week of March 13, Jane and several other members of her office were faced with the grant proposal deadline.  As a result, Jane and these employees were required by their supervisor to work four hours (for a total of 6 hours compensatory time off) during that work week in order to complete the proposal.  Rather than be paid the overtime, Jane decides to apply her compensatory time off to her adverse weather balance.

Comments:

Additional 4 hours worked on 3/16, required by department (grant deadline)
making 6 hours of CT to be used to make up AW leave from 02-11-2003.

10 hrs of AW leave remaining to be made up by 02-12-2004.

Remember: Jane can only apply her compensatory time off to adverse weather because the overtime was required by the department.  Jane could not voluntarily have worked extra hours in the week in order to gain overtime to use toward her adverse weather balance. Only compensatory time off accrued due to departmental necessity can be applied to pay back adverse weather leave after the weather event has occurred. 

However, if Jane had accrued comp time prior to the adverse weather event, regardless of the reason the compensatory time off had been accrued, then she could apply those hours to her adverse weather balance.  Why?  Because those hours were already owed to her before the weather event and were not accrued with the intent (or possibility of intent) of paying back adverse weather leave.
