Additional Updates on Salary Increase Guidelines for Faculty, EPA Non-Faculty, and SPA Staff

Note: This memo contains important and time-critical changes to the current salary increase approval process for permanent Faculty, EPA Non-Faculty, and SPA permanent employees. The procedural changes described in this memorandum are effective immediately.

The University has received updated guidance from UNC General Administration (GA) in regards to the FY 2011/2012 salary increase approval process.   This results in changes to our current procedures but the original salary increase approval forms remain in effect.

Our current guidelines require UNC GA pre-approval for any temporary pay increases or compensation for permanent employees (e.g., pay for acting/interim appointments, salary supplements, stipends, overload payments) for added duties that will exceed six months in duration. GA has now modified these guidelines so that the time frame for triggering GA pre-approval has been reduced from six months to three months. A specific exception was previously granted from the GA pre-approval process for School of Medicine clinical faculty compensation plan-related payments. This exception remains and a new exception has been added for overload payments directly related to added teaching responsibilities that do not exceed a single semester in duration. 
 
This new guidance does not require the university to reach back to temporary pay already in place, but rather will be applied prospectively. Existing salary supplements, lump sum payments, or stipends implemented previously during this fiscal year and requiring GA pre-approval at the six-month point may still adhere to that pre-approval schedule. But any newly implemented temporary compensation arrangements as of the date of this memo, not otherwise excluded as noted above, must now meet the newly established three-month pre-approval timeline. In order to meet this timeline, departments anticipating temporary compensation subject to GA pre-approval that will exceed three months in duration should submit the pre-approval request at the earliest possible time and no later than the second month in which the compensation is being delivered.
 
With all of these changes to the salary increase pre-approval guidelines for permanent employees, it is also worth reminding that salary increases for temporary SPA and EPA Non-Faculty employees that are not subject to UNC GA pre-approval must still receive pre-approval by OHR. This requirement remains unchanged.
 
Attached is a fully updated version of the original September 2011 salary increase guidelines which reflects all of the above changes as well as the changes announced on December 13, 2011, regarding salary increases due to straight FTE (schedule) conversions, temporary and permanent additional duty drop down selections on the 2011/12 Recommendation for EPA/SPA Base Salary Increase, Stipend, or Supplement Form, and  the exemption for School of Medicine Clinical Faculty payments.
