Subject:          Important Change to the Temporary Extension for Required 31-Day Break in Service (Revised Deadline)

Please note the revised deadline for the temporary extension for the required 31-day break in service has changed to August 29, 2021.

As previously announced, during the state of emergency, the Office of State Human Resources authorized a temporary extension to the required 31-day break in service for regular temporary employees if the temporary employee’s continued employment is required due to a state of emergency for COVID-19.

Temporary employees who have previously been extended must now take the 31-day break in service within 30 calendar days from the date the state of emergency ends. Currently, the state of emergency is set to expire on July 30, 2021. The UNC System Office has advised that these temporary employees must have a break-in-service within 30 calendar days of the end of the public health emergency period. Accordingly, temporary employees must begin their break by August 29, 2021.

Schools/divisions should anticipate that the temporary extension to the required 31-day break in service may not extend beyond August 29. Further, they should be planning the timing and staggering of temporary appointment end dates for all temporary employees who have worked continuously for more than 12 months to allow for continuing operational coverage.
