Vice Chancellor for Human Resources and Equal Opportunity and Compliance

As Vice Chancellor for Human Resources and Equal Opportunity and Compliance, Becci is responsible for a division that houses the University’s “people” offices: the Equal Opportunity and Compliance Office and the Office of Human Resources.

The Human Resources and Equal Opportunity and Compliance Division provides services and resources on campus to faculty, staff and students, including A to Z human resources; tailored training on how to be compliant with employment, EEO, and Title IX laws; effective bystander, prevention, and intervention resources; campaigns; training and tools for fostering an inclusive living, learning, and working environment; and a host of other University events to celebrate, reward, and inform the campus community.

Becci most recently served as Senior Associate Vice Chancellor for Workforce Strategy, Equity and Engagement at Carolina, a position she assumed in 2015. Prior to that, she served for six years as the chief of staff in the Office of the Chancellor at the University of Wisconsin-Madison. Becci has also worked in alumni relations and development. She served as executive director of the Alumni Association at the University of North Carolina at Greensboro after spending eight years on the staff at the Wisconsin Alumni Association. She later returned to Madison, where she worked as a senior development officer with the Morgridge Institute for Research.

Becci holds a Bachelor of Science degree from Dickinson College in Carlisle, PA, a Master’s degree in Higher Education Administration from the University of Wisconsin-Madison, and a Doctorate in Higher Education Management from the University of Pennsylvania.


Linc Butler

Associate Vice Chancellor, Human Resources

Linc provides day-to-day leadership for and management of the Office of Human Resources (OHR) to ensure the full range of human resources services are delivered in a timely and client-focused manner to the University community. He began his human resources career in OHR, rising from his initial position as Placement Specialist at Tar Heel Temps to directing employment, classification, and compensation for the administrative and Student Affairs divisions.

In 2009, Linc was named Assistant Vice Chancellor for Human Resources at North Carolina A&T State University, and remained in that role until becoming Chief Human Resources Officer at North Carolina Central University in 2013.


Vicki Bradley

Vicki Bradley, Ph.D.
Associate Vice Chancellor, Human Resources and Equal Opportunity and Compliance

Vicki is the functional HR/Payroll lead for the University’s Enterprise Resource Planning (ERP) initiative, ConnectCarolina. She also oversees the HR Information Management group and the HR Business Office, and leads special projects and programs for the Office of the Vice Chancellor for Human Resources and Equal Opportunity and Compliance. Vicki joined the University in 2004 and has more than 21 years of experience in the human resources field in both the public and private sector.

She earned her B.A. in Psychology and her Pennsylvania Certification in Education at Lafayette College and earned both her M.S. and Ph.D. in Industrial and Organizational Psychology at North Carolina State University.


Rich Arnold

Richard Arnold
Senior Director, HR Information Management

Rich joined Carolina in 2008. Prior to this position, he served as director of HR business analysis in OHR. He has previously worked for various firms in programming and R&D roles. He has more than 20 years of experience in the technology field. Rich obtained his BS in Business Administration from the Kenan-Flagler Business School at UNC-Chapel Hill.

 


Adam Beck

Senior Director, Classification and Compensation

In his role, Adam oversees the operations of and provides vision and leadership to the Classification and Compensation team providing services to the University community. He is responsible for organizational design and classification services in conjunction with development of University compensation programs to assist leadership in attracting, motivating and retaining key talent. He joined OHR as a senior HR generalist in 2005.

 


Angenette McAdoo

Senior Director, Employee & Management Relations

Angenette leads the Employee & Management Relations team, which focuses on the management and regulation of relationships between management and employees, including performance and conduct consultations, disciplinary actions, grievances, performance management issues and conflict/dispute resolution.

Angenette came to UNC-Chapel Hill in 1999 as a benefits specialist. In 2003, she became an HR generalist, and served in that role until being named an Employee & Management Relations consultant in 2008. Angenette was named a senior consultant in E&MR in 2012, and was promoted to E&MR Manager in 2016.


Noreen Montgomery, MS, PHR, CCP, GRP
Senior Director, Employment & Staffing

Noreen leads OHR’s Employment and Staffing team, which is responsible for SHRA and EHRA Non-Faculty recruitment and employment services and policy. Noreen has served in various HR capacities since joining the University in 1993. Before coming to UNC, she served as vice president of operations, recruitment manager and corporate recruiter for a privately held personnel service. Noreen earned her B.S. in Business Economics and her B.S. in Textiles from the State University of New York and her M.S. in Human Resource Development from Villanova University.

Noreen received her Professional in Human Resources certification through the Human Resource Certification Institute and her credentials as a Certified Compensation Professional and Global Remuneration Professional through World at Work.
