Dear HR Officers,

In preparation for the Full Position Management implementation in mid-October, it is critical that actions with an effective date on or after October 1, 2021, are not entered into ConnectCarolina, except for the specific cases note below. Level 3 approvers will be asked to deny any ePARs submitted outside of the following guidelines:

ePAR type Rule
  • New Hire/Rehire
  • Transfer – Temp to Perm only
  • Add/Update Position (for New Hires and Temp to Perm only)
Only enter actions effective before Oct 13, 2021 (hold all effective on or after Oct 13, 2021)
** Actions with an effective date between Oct 1, 2021 and Oct 12, 2021 require a position
** New Positions should be effective Sept 30, 2021 for all new hires on or after Oct 1st
  • Change Employment Status – Terminations, Layoffs, Suspensions
Only enter actions effective before Oct 13, 2021 (hold all effective on or after Oct 13, 2021)
  • Transfer (all except Temp to Perm)
  • Edit Existing Job
  • Change Employment Status – Leave and Return from Leave
  • Add Position (all except New Hires and Temp to Perm)
  • Change Existing Position
  • Inactivate Position
Only enter actions effective before Oct 1, 2021 (hold all effective on or after Oct 1, 2021)
  • Fund Swaps (Position and Appointments)
  • Lump Sum Payments
  • Affiliates
No date restrictions; not affected by Full Position Management (no hold required)

As we get closer to October, we will provide more specifics about when the system will be briefly unavailable for processing HR actions during the actual implementation.
