We are pleased to announce that the approved list of foreign degree validation agencies has been expanded to include all National Association of Credential Evaluation Services (NACES) member organizations.

As a reminder, the Recruitment and Hiring Policy and Policy on Background Checks for Faculty and Non-Faculty Employees, Student Employees, and Affiliates, State laws (N.C.G.S. 126-30 and 14-122.1) require the verification of certain education and professional credentials for permanent and time-limited State Human Resources Act (SHRA) employees within 90 days of the candidate/appointee’s date of initial appointment.

Candidates/appointees who completed their education outside of the United States and its territories are required to have their highest post-secondary academic degree validated as being equivalent to a degree conferred by a regionally accredited college or university in the United States by an approved evaluation agency. Candidates/appointees can obtain the cost for the evaluation services by contacting the agency.

The hiring department is responsible for submitting validation of any foreign-degree verification to the OHR Background Check unit at, either as part of the background check request process or within 90 days of the candidate/appointee’s date of initial appointment.

The Background Check Policy Supplemental Procedures have been updated accordingly (see Approved Agencies That Validate Foreign Academic Degrees section). Please note that the Background Check ePAR process is not impacted by this change.
