Currently, student hires are exempt from the Essential HR Action process. Therefore, there is no need to submit aRequest for Essential HR Action Form. Because demand for summer classes is up, leadership has approved moving forward with the necessary student hires needed for upcoming summer sessions. In addition, the University offers the following guidance related to the fall:
Commitments already made to students for the next academic year will be honored. These include funding packages offered to and accepted by incoming first year students by the established April 15 deadline, and multi-year commitments made to graduate students for assistantships, tuition, fees and health insurance.
Work-study appointments may also move forward.
Postdoc reappointments:
Postdoc Research Associate reappointments may move forward, however, associated salary increases must be submitted for review and approval via the Essential HR Action Form.
Postdoc trainee or fellow reappointments and associated salary increases that are in line with the NIH recommended stipend level based on years of experience may move forward and do not need review and approval via the essential HR action form.
As a reminder, the essential HR action form does not replace the Rainbow Form.

Yes, all waiver requests for students continuing to work after graduation (and transitioning to direct hire temporaries) require the Request for Essential HR Action Form. The only exception would be if the position being hired into as a direct hire temporary is 100% grant funded.
Students who are not enrolled during the summer may be hired as direct hire temporary employees or through University Temporary Services (UTS). The Request for Essential HR Action Form is required for both direct hire and UTS temps.
Yes. Once a student is no longer in full-time student status they must either stop working or be transitioned to a direct–hire temporary. If you wish to transition a graduating student to a direct-hire temporary appointment, you will need to complete and submit the Request for Essential HR Action Form. The only exception would be if the position being hired into as a direct hire temporary is 100% grant funded positions.
Yes. Students who are actively on the University payroll are covered by workers’ compensation. More specifically, The Workers’ Compensation program provides benefits to any employee who suffers disability through accident or occupational disease arising out of, and in the course of, their employment, according to the provisions of the North Carolina Workers’ Compensation Act. This act applies to all University Employees, whether full-time, part-time, or temporary.
Administrative leave should not be coded beyond the established end date for the student’s work assignment. For example, if the student’s last workday was originally established to coincide with the last day of classes on April 24, then they should not code administrative leave after that date. Additional questions related to administrative leave should be directed to your assigned Classification and Compensation Consultant in the Office of Human Resources.

If the individual shows up in the system as a student, then you can hire them with a graduate student job code. However, we are unable to hire someone who is not a current UNC student in the summer if they are not starting until fall. If you wanted to do that, you would have to hire them as a temporary employee, then transition to student appointment effective in fall.
