Please review and reinforce the following information with your campus I-9 preparers.

Effective Jan. 1, 2022, all new students with an F-1 or J-1 visa must complete the check-in process with UNC International Student and Scholar Services (ISSS) prior to beginning on-campus employment. This change is being made so the University can ensure full compliance with E-Verify requirements.

As an E-Verify employer, the University must create an E-Verify case for all new hires and rehires within three business days of the date of hire. In order for employment eligibility to be verified through the E-Verify system, F-1 and J-1 students must be registered in SEVIS (The Department of Homeland Security’s Student and Exchange Visitors Information System) at the time an E-Verify case is created.

Completing the ISSS check-in process and confirming registration status in SEVIS ensures that all students’ employment eligibility can be verified within federally mandated deadlines.

ISSS Check-in Process

The ISSS check-in process is comprised of the following steps, all of which must be completed prior to a student beginning work on campus. As a reminder, students cannot begin the check-in process prior to entering the U.S.

  • Students complete their part of the check-in process via ConnectCarolina.
  • ISSS reviews the student’s check-in documents and verifies enrollment status in ConnectCarolina.
  • ISSS completes the registration process in SEVIS (this can take up to 2 weeks to process).
  • Students receive an email notification from ISSS confirming registration in SEVIS.

Note: This process is only required for new students and does not apply to continuing students. Review the Form I-20 and if the program start date is for the upcoming semester, the student must go through the ISSS check-in process and receive the confirmation email prior to beginning work. Students with a program start date for a previous semester do not need to check-in again with ISSS.

Impact on the Form I-9 and E-Verify Process

Effective Jan. 1, 2022, all new students with an F-1 or J-1 visa must present the SEVIS registration confirmation email from ISSS to the hiring department prior to beginning on-campus employment.

Campus I-9 preparers must upload a copy of the confirmation email to the OnDocs tab of the employee’s electronic Form I-9 using the “Other” document type designation prior to completing Section 2 and marking the I-9 complete in LawLogix.
