COVID-19 Benefits Information
The State Health Plan
The State Health Plan continues to work with Blue Cross and Blue Shield of North Carolina (Blue Cross NC), CVS Caremark and UnitedHealthcare to ensure you have benefits in place and remove any barriers to needed care during COVID-19.
- The State Health Plan is waiving the cost of treatment for members diagnosed with COVID-19, including associated deductibles, copayments, and coinsurance. The Plan is also covering the cost associated with the testing of COVID-19.
- The member cost-share waiver for COVID-19 related treatments is effective immediately through June 30, 2021 at which time the Plan will continue to re-evaluate this and other measures. The Plan is taking this action to help ensure that members receive COVID-19 testing and the treatment they need when they need it.
- The Plan is waiving the costs for the COVID-19 test regardless of site of service (where you receive the test) to ensure there are no cost barriers to testing until the federal CARES Act requirement expires.
- The Plan is also waiving the copay for in-person and virtual PCP visits to screen for COVID-19. Screening visits will not be subject to your deductible or coinsurance, even if your deductible has not been met. This is in effect until the federal CARES Act requirement expires.
- Many providers are now offering telehealth or virtual visits. These types of visits are covered under your Plan benefits. The applicable copay for an office visit will apply. If you are outside of North Carolina, please confirm with your provider as each state may have different rules regarding telehealth services.
- You will need to call your provider to determine if these services are offered. Many providers are offering virtual services for behavioral health, physical therapy and wellness visits. Virtual visits are not just for when you’re feeling sick, so if your provider offers them, please take advantage of the service.
- Telehealth services will remain in effect until June 30, 2021.
- The Plan is waiving the early medication refill limits on 30-day prescription for maintenance medications only until June 30, 2021. Member cost-sharing will apply as normal.
- If you are trying to refill a non-maintenance medication early, it will be denied.
- Click here for a reference list of what is considered a maintenance medication. This is a standard, non-State Health Plan specific list, but it will give you a reference of what drug categories are considered maintenance.
- Several pharmacies have waived home delivery charges for medications, so members do not have to leave their homes to pick up their medications. You are encouraged to check with your pharmacy to find out if they also offer prescription delivery services.

The Plan continues to monitor the ongoing developments around this virus. If other precautions or actions are warranted, additional information will be communicated to Plan members via email and posted on the Plan’s website.

Non State Health Plan Covered Employees

About 4 Your Health
4 Your Health is not medical insurance. It’s a monthly subscription program that provides you with 24/7 access to board-certified physicians, nurses, and wellness coaches, as well as fitness programs and personalized meal plans. 4 Your Health has no deductibles, no co-pays, and no insurance claims. All services are included in the monthly membership fee.
We continue to monitor IRS guidelines as it pertains to the Healthcare Flexible Spending Accounts and Dependent Day Care Spending Accounts.
Flexible Spending Accounts
The law also adds feminine hygiene products, including tampons, pads, liners, cups, sponges, or similar products, to the list of over-the-counter items eligible for reimbursement from a Health Care FSA.
If you have left over HCFSA funds from 2020, these funds can be used in 2021.Changes to the plan for 2021 will allow full rollovers for 2020 and 2021 unused Healthcare FSA funds into 2022.
Participants in the DCFSA can use the qualified life event of “change in daycare” to stop or start dependent day care FSA. The CARES Act is allowing DCFSA use for children who turn age 13 in 2020 up to age 14. Unused funds in 2020 can be used in 2021. 2021 unused funds can be 2022.
You may make certain changes to your benefits in ConnectCarolina>Self Service><My Benefits or you can contact the State Enrollment Center at 1-855-859-0966 to make changes to your flexible spending accounts based on qualifying life events.
Financial Planning/Market Concerns
UNC-Chapel Hill has partnered with CAPTRUST to provide independent financial advisory and retirement services to UNC-Chapel Hill employees. CAPTRUST offers a no-cost advice line for all benefits-eligible employees.
Representatives are available to answer employees’ questions about the market and financial planning. There are also many resources and tools available online to guide yourself financially during this time.
TIAA, Fidelity & Prudential
All in-person retirement planning sessions with TIAA, Fidelity, and Prudential that were scheduled for UNC-CH offices have been canceled or rescheduled to virtual meetings. You will be contacted by the appropriate vendor retirement consultant with more information. Future appointments are still available through the signup links below and will be held virtually until further notice.
