In May of this year, IRS regulations were updated to allow changes to the Healthcare and Dependent Day Care Flexible Spending Accounts (HCFSA & DDCFSA) due to COVID-19. With this special COVID-19 relief benefits change, employees can now enroll for the first time to increase, decrease, or cancel their current contribution amounts through the NC Flex exception request process. See the request process at the end of this article.
Employees currently participating in the NC Flex MetLife Dental plan are also able to make changes to their current coverage level (i.e. add or remove dependents) or cancel coverage. Employees who are not currently enrolled in MetLife Dental coverage are not able to enroll in dental coverage until the next Open Enrollment period unless they have a qualifying life event.
NC Flex will allow these special COVID-19 relief benefits changes through September 2020. Employees will only be allowed to make changes one time to their benefits using the COVID-19 relief benefits change, so careful consideration should be given before any changes are requested. Any approved changes will be made prospectively, meaning they will be effective the first of the month following the approval. No retroactive changes are allowed with COVID-19 relief benefits changes.
How to Request a Change to Your Healthcare and Dependent Day Care FSA or Dental Plan
Changes to the NC Flex benefits due to COVID-19 is different than the regular process for qualifying life events, which are made through the benefits enrollment portal. Instead, NC Flex benefits changes due to COVID-19 can be made by sending an email to the Benefit & Leave Administration Support Center at firstname.lastname@example.org with your request. Please include your name, PID, the plan you want to change and the change you are requesting. The Benefits & Leave Administration department will submit the request to NC Flex on your behalf, and the election will be updated to include payroll refunds or deductions upon approval from NC Flex.
